This bill amends the SAPHE 2.0 public health law to ensure municipal control in public health systems. This new SAPHE 2.0 public health law passed in 2024 attached to a large economic development bill. It is dangerously broad, giving too much power to public health and environmental protection agencies to infringe on our civil liberties during any “outbreak of a disease or health care situation important to the public health.”

S1227/H2011 An Act Relative to Bodily Autonomy and Family Integrity

As one of your constituents, I am writing to ask you to co-sponsor and support S.1227/H.2011, An Act Relative to Bodily Autonomy and Family Integrity.

The purpose of this bill is simple but profound: it aims to protect the fundamental right of the people of Massachusetts to make their own health decisions for themselves and their families, free from coercion.

This bill would ensure that no person may be mandated, required, or coerced by any public or private entity or individual to accept any health-related intervention, including—but not limited to—medical treatments or procedures, testing, physical or mental examinations, vaccination or immunization, genetic procedures, experimental procedures and protocols, collection of specimens, participation in tracking or tracing programs, the wearing of masks, the maintaining of measured distance from other humans or animals (unless otherwise unlawful), or the involuntary sharing of personal data or medical information.

The bill also includes commonsense exceptions, such as requiring eye exams for operating a vehicle or drug and alcohol testing when appropriate.

The harmful impacts of government and private sector overreach during the COVID-19 pandemic demonstrate how timely and essential this bill is. As just one example, millions of people in Massachusetts and across the United States were discriminated against for exercising their fundamental right of informed consent by declining to take an experimental shot—a shot that, it turned out, did not stop the transmission of COVID-19. Moreover, these shots have caused serious side effects, including myocarditis in otherwise healthy young people, heart attacks, strokes, renal failure, and thousands of other adverse reactions—even acknowledged by the manufacturers themselves, such as Pfizer.

Additionally, due to ill-advised government-mandated shutdowns and other draconian measures, millions of businesses went bankrupt, countless people lost their jobs, and a generation of children and young people suffered educational and developmental setbacks—all harms that could have been avoided or minimized if individuals had been permitted to make their own health decisions and go about their lives freely.

As a result of these heavy-handed interventions—many of which caused more harm than good—public trust in public health has deteriorated. In response, a majority of states have already passed legislation to protect informed consent and bodily autonomy. It is time for Massachusetts to take similar legislative action to uphold fundamental human rights and help restore confidence in public health institutions.

For the reasons outlined above, I respectfully urge you to co-sponsor and support S.1227/H.2011, An Act Relative to Bodily Autonomy and Family Integrity.

Support S539/H2431: An Act prohibiting the requirement of  a COVID-19 vaccine, mRNA vaccine, or gene-altering procedure

As one of your constituents, I am writing to ask you to co-sponsor and support S539/H2431, An Act prohibiting the requirement of a COVID-19 vaccine, mRNA vaccine, or gene-altering procedure.

The purpose of this bill is simply to ensure that people have a genuine choice whether to accept or reject these types of vaccines and procedures. 

During the Covid-19 pandemic, millions of people in Massachusetts and throughout the United States were discriminated against for exercising their fundamental right of informed consent by declining to take an experimental shot—a shot that, it turned out, did not stop transmission of Covid anyway. Moreover, these shots have caused serious side effects including myocarditis in otherwise healthy young people, heart attacks, strokes, and thousands of side effects that even the drug manufacturers, such as Pfizer, have finally acknowledged in the drug inserts.

Due to this unconscionable discrimination, many people were fired from their jobs—including essential frontline workers in MA such as fire fighters, police officers, doctors, and nurses—many students were forbidden to attend classes, and still others were barred from participation in many of life’s normal activities, such as dining at a restaurant. 

Additionally, evidence has come to light that the mRNA technology has the capability to impact a person’s genetic integrity. Surely, no person should be forced or coerced into getting any medical procedure that may alter their genetic make-up and, in so doing, possibly affect their children and grandchildren. 

It is time to make sure that the types of injustices suffered by people for declining to take a Covid shot will never happen again here in Massachusetts. For that reason, I ask you to co-sponsor and support S539/H2431, An Act prohibiting the requirement of a COVID-19 vaccine, mRNA vaccine, or gene-altering procedure.

Support S1520/H2559: An Act to protect a patient’s right to a support person at health care facilities

Dear [Rep. XXX or Sen. XXX],

As one of your constituents, I am writing to ask you to co-sponsor and support S1520/H2559 An Act to protect a patient’s right to a support person at health care facilities.

The purpose of this bill is to ensure that patients in hospitals and other healthcare facilities can have 24/7 support from a family member or other loved one, and that the presence of the support person cannot be conditioned on vaccine status. The bill also notes as an exception that surgeries or emergency interventions may be conducted without a support person present.

It has always been understood and accepted that family members and loved ones provide essential support for patients—not only do they provide emotional support, but they make sure that the wishes and instructions of patients are understood and followed by those providing care. This bill simply makes explicit this understanding that every hospital patient deserves to have a support person present.  

The need for this bill became starkly evident during the Covid pandemic. Thousands of people died in hospitals without the loving comfort and presence of family members, friends and other caregivers due to hospital restrictions. And there are countless instances of the explicit instructions of patients being ignored in hospitals and other healthcare facilities—often to the detriment of the patient in question. The knowledge on the part of surviving family members that a parent, or child, or other loved one died alone, in isolation, is a psychological scar that will last for the rest of their lives.  

Once again, I ask you to co-sponsor and support S1520/H2559—a bill that is essential to the well-being of patients and their families.

SUPPORT S1521/H2547: An Act ensuring municipal control in public health systems

Dear [Rep or Senator XYZ],

I am writing to express my strong support for S1521/H2547: An Act Ensuring Municipal Control in Public Health Systems. This bill amends the SAPHE 2.0 public health law passed in 2024, a critical step in preserving local control over public health decisions during times of crisis.

The SAPHE 2.0 public health law, attached to a broader economic development bill, is dangerously broad. It grants excessive authority to state public health and environmental protection agencies, enabling them to impose sweeping measures during any declared “outbreak of disease or health care situation important to the public health.” Such expansive powers could severely undermine the autonomy of local governments, particularly in the context of making decisions about what is best for the health and safety of their communities.

As we witnessed during the COVID-19 pandemic, one-size-fits-all solutions imposed by state or federal authorities often fail to account for local needs, circumstances, and the individual rights of citizens. Our municipalities must retain the ability to assess situations based on their unique populations and challenges, rather than being bound by overarching state mandates that might not align with local values or priorities.

By ensuring municipal control over public health decisions, S1521/H2547 strikes an important balance, empowering local leaders to act in the best interests of their constituents while safeguarding civil liberties. It strengthens the principle that communities should be the stewards of their own health, with decisions being made close to home, by those who understand the specific needs of their residents.

I urge you to support this important legislation, S1521/H2547: An Act Ensuring Municipal Control in Public Health Systems, to protect the rights of local communities to make informed, appropriate decisions about public health measures. Now, more than ever, it is crucial that we ensure local control remains a key component of our public health systems.
